Summary:
4/12/2007--Reported to Senate without amendment. (This measure has not been amended since it was introduced. The summary has been expanded because action occurred on the measure.) Energy Diplomacy and Security Act of 2007 - Defines "major energy producer" and "major energy consumer." Expresses the sense of Congress respecting energy diplomacy and security. States that the Secretary of State should seek immediately to establish: (1) strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) petroleum crisis response mechanisms with the governments of China and India; (3) a Western Hemisphere energy crisis response mechanism; and (4) a regional-based ministerial Hemisphere Energy Cooperation Forum. States that the President should place on the agenda for discussion at the Governing Board of the International Energy Agency the merits of establishing an international energy program application procedure. Urges the Hemisphere Energy Cooperation Forum (established in response to this Act) to implement: (1) an Energy Crisis Initiative; (2) an Energy Sustainability Initiative; and (3) an Energy for Development Initiative. Directs the Secretary to approach other governments in the Western Hemisphere to seek cooperation in establishing a Hemisphere Energy Industry Group of industry and government representatives, coordinated by the U.S. Government. Sets forth specified reporting requirements.

Mrs. FEINSTEIN (for herself, Mr. BROWNBACK, Mr. INOUYE, Mr. ROBERTS, Mr. AKAKA, Mr. VOINOVICH, Mrs. BOXER, Mr. JOHANNS, Mr. NELSON of Nebraska, and Mr. BROWN) introduced the following bill; which was read twice and referred to the Committee on the Judiciary


A BILL

To create and extend certain temporary district court judgeships.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. TEMPORARY JUDGESHIPS FOR DISTRICT COURTS.

    (a) Additional Temporary Judgeships-

      (1) IN GENERAL- The President shall appoint, by and with the advice and consent of the Senate--

        (A) 1 additional district judge for the eastern district of California; and

        (B) 1 additional district judge for the district of Nebraska.

      (2) VACANCIES NOT FILLED- The first vacancy in the office of district judge in each of the offices of district judge authorized by this subsection, occurring 10 years or more after the confirmation date of the judge named to fill the temporary district judgeship created in the applicable district by this subsection, shall not be filled.

    (b) Extension of Certain Temporary Judgeships- Section 203(c) of the Judicial Improvements Act of 1990 (Public Law 101-650; 28 U.S.C. 133 note) is amended--

      (1) in the second sentence, by inserting ‘the district of Hawaii,’ after ‘Pennsylvania,’;

      (2) in the third sentence (relating to the district of Kansas), by striking ‘17 years’ and inserting ‘26 years’;

      (3) in the fifth sentence (relating to the northern district of Ohio), by striking ‘17 years’ and inserting ‘25 years’; and

      (4) by inserting ‘The first vacancy in the office of district judge in the district of Hawaii occurring 20 years or more after the confirmation date of the judge named to fill the temporary judgeship created under this subsection shall not be filled.’ after the sixth sentence.
