I have never heard such ignorant comments about the history of Cuba as the one you made last week. Cuba is the largest prison of political dissidents of African background in the world, and the largest of descendents of slaves. The top leadership of the civil rights struggle is Afro-Cuban and they are in prison, simply for expressing their views. Castro has flooded American inner city Black neighborhoods with durgs for decades, and you praise him?

HR 1064: Youth Prison Reduction Plan, AKA Youth PROMISE Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and practices to prevent juvenile delinquency and criminal street gang activity. . . . . . . . . . . . . What an altruistic proposal! Trouble is, this creative technique has already been tried and proven to be a political victim of job security! It has been my professional experience that whenever a program has been proven to effectively divert hard-core juvenile delinquency out of the justice system, the successful decline in recidivism was met with fear and trepidation concerning penal system staff reductions. When you have a strong union representing guards and staff, the obvious consequence is quashed systems, programs and procedures. . . . . . . . . . . . .The only difference here is another obvious attempt to impose federal control over state and local Juvenile Justice Systems. . . . . . . . . . . . . California legislators supporting this measure could easily research the success of The Manchester Program, a behavior modification program for hard-core juvenile delinquents housed at the Orange County Juvenile Hall in 1976. Following a couple of successful years of successful program operation, political pressure from California Youth Authority was instrumental in getting the program closed-down because subsequent recidivism rate reductions threatened prison staffing status quo. Anyone can check this out because it is a matter of record. It would be more cost-effective to confirm that this has already been tried rather than try again. Hasn't it been confirmed that someone who repeatedly attempts something that never succeeds may have a mental disorder. . . . . . . . . . . . Today, such a program would have even less opportunity to survive in our prevailing atmosphere of Administrative support of unions. However, once Federal control has been exerted over state and local governments, what is the likelyhood of reversal?. . . . . . . . . . . . . Perhaps this proposal was never expected to succeed but merely another Progressive tax-and-spend proposal to create revenue enhancement for special interests and funding Democratic campaigns facing November election, to the detriment of American taxpayers for generations. . . . . . . . . . . . .One way to avoid this kind of legislation and reverse the prevailing political trend is to get out the vote to replace all Progressive legislators with Constitutional Conservatives, willing to rewrite all these constitutional laws and restore our unalienable rights and freedoms defined and explained in our revered Founding Documents. . . . . . . . . . . . .
