Honorable Addison "Joe" Wilson: I've written to all of my area representative and senators without making any headway. Perhaps you know someone who may see something worthwhile in this proposal. As a former Systems, Policies and Procedures Analyst with a major Southern California aerospace firm, it was an established fact that procedures are traditionally written in loosely constructed outline-form so that changes may easily be made without having to rewrite the procedure. Can you imagine what kind of success our republic would have had if the Bill of Rights and Constitution had been written in procedural outline form? Doesn’t that sound scary? What we really need to make healthcare reform work in America is for Congress to draft, discuss and vote on a series of one-page narratives addressing the major issues pertinent to achieving affordable, equitable healthcare reform for all American citizens. 1) Initially, Congress needs to decide on a one-page narrative plan for tort reform. Mandate that any and all irresponsible medical malpractice suits are illegal. 2) A second one-page narrative would guarantee interstate commerce between insurers and insures, specifying that any outside interference with such trade constitutes a federal crime. 3) A third one-page narrative makes it illegal to allow any undocumented immigrant, or family member to participate in any aspect of the American healthcare plan. These three pages would be the foundation for building a cost-effective, responsible healthcare reform program within a few easily read and understood pages without having to employ legal interpretation. Anyone who fails to enroll in a prevailing healthcare option would be charged a penalty pending entrance into an acceptable healthcare insurance program. Perhaps I am just too niave to recognize why this proposal is inferior to H.R. 3200 and all those other plans that look very expensive to the American taxpayer.
