Climate Security Act of 2007 would... 1) Reduce Carbon Dioxide emission 70% over the next 40 years 2) Power Plants, factories, transportation, and others would buy allowances from government 3) Let industry sell unused allowances to heavier polluters, commonly called "Cap and Trade" The President has threatened to veto this bill, calling it a "tax scheme".
