	1/28/2009--Introduced.Main Street Manufacturing Communities Reinvestment Act of 2009 - Amends the Public Works and Economic Development Act of 1965 to revise the economic adjustment assistance grant program. Authorizes the Secretary of Commerce to: (1) waive the requirement that a manufacturing area suffering from severe unemployment or severe changes in economic conditions have a comprehensive economic develop strategy prior to a request for a grant for a project to alleviate such special need, provided it has a streamlined economic development strategy plan approved by the Governor; and (2) provide assistance to alleviate economic dislocation in a manufacturing area regardless of whether it was sudden or arose more than 24 months before the filing for a grant. Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to award national emergency grants to an eligible entity to provide employment and training assistance to manufacturing workers who lost employment due to a plant closure, or mass layoff, or experienced a change in employment status due to a plant shutdown, at a single employment site for 50 or more workers. Allows the use of such a grant to provide a job search allowance and a relocation allowance of up to $1,250 each, as well as needs-related payments to an eligible manufacturing worker. Revises energy efficiency and renewable energy worker training program eligibility requirements. Firearms Interstate Commerce Reform Act - Amends the federal criminal code to: (1) allow licensed firearms importers, manufacturers, dealers, or collectors (licensees) to sell or deliver any firearm (currently, rifles or shotguns) to a resident of a state other than the state in which the licensee is located or temporarily located if the licensee meets with the purchaser to complete the sale or delivery and the transaction complies with the laws of the state in which the transfer is conducted and the purchaser's state of residence; and (2) eliminate the requirement that a licensee must conduct business at a gun show only in the state that is specified on the licensee's license. Provides that nothing in this Act shall be construed to prohibit the sale or other disposition of a firearm or ammunition: (1) between licensed firearms dealers at any location in any state; or (2) by a licensed importer, manufacturer, or dealer to an unlicensed person at a temporary location in any state.

Requires such grants to be used to: (1) combat criminal activities along the southern border of the United States; (2) facilitate information sharing and collaboration by law enforcement agencies; (3) enhance jails, community corrections, and detention operations; and (4) provide training and technical assistance related to negotiation and rescue tactics, intelligence and information sharing on drug trafficking organizations, and interdiction. Defines "eligible law enforcement agency" as a tribal, state, or local law enforcement agency, including a community corrections agency and any agency that employs prosecutors, probation officers, or parole officers, that is located or performs duties in: (1) Arizona, California, New Mexico, or Texas; or (2) a jurisdiction that has been designated as a high intensity drug trafficking area.
